Start by preheating your oven to 375°F (190°C).
In a large skillet over medium heat, cook the ground beef (or chicken) until browned. Add the taco seasoning and water, then simmer for 5 minutes, stirring occasionally. Once done, remove from heat.
Line a large baking sheet with aluminum foil for easy cleanup. Spread half of the tortilla chips in an even layer on the baking sheet.
Evenly distribute half of the cooked meat, black beans, corn, and shredded cheddar cheese over the chips. Add a second layer of tortilla chips on top and repeat the layering process with the remaining meat, black beans, corn, and cheese.
Place the baking sheet in the preheated oven and bake for 10-15 minutes, or until the cheese is melted and bubbly.
Remove the nachos from the oven and top with diced tomatoes, red onion, green onions, and cilantro.
